I stumbled on this one looking at StrongSWAN. Its a VPN package you can install on a cloud server or a home computer to provide a VPN service for yourself. It does not use TOR or OpenVPN so you are not dependent on that, or TLS. Its straight IPSec with IKEv2. Seems worth looking into some more. Oh you can run it (its claim to fame here) on just about any of the Cloud based servers out there.
