Startup how to find an engineer

I found this article amusing.  Basically doe toe the “shortage” of engineers in the US.  Startup are having a tough time finding folks.  The article goes over other ways to find them.  Some of them are oldfashion and til the turn of the century, common ways to do it.  Such as looking outside Silicon Valley, maybe start a 2nd office somewhere where there are alot of engineers.  Retrain an engineer that has promise but just needs a skills adjustment…
