Modified E-ZPass Shows Xerox/Government monitoring you

Interesting hack, the author figured out that when the RFID tag in the EZPASS is read, the voltage on the board changes, so he build a monitor for it, and found that its being read in allot of places besides toll roads.  Is Xerox or Big Brother Government (or both) monitoring EZPASS users more than just tolls?
