Baltimore hushes up report on Xerox cameras

Very strang behavior gong on in Baltimore.  The traffic light scandal there with Xerox (traffic light cameras Xerox was managing where issuing tickets when they should not) had a secret report generated on the failings of it.  Also Xerox was given a chunk of change to leave.  I can’t tell if that was a termination cost with Xerox…or hush money.  Either way it sounds odd.
