Xerox Webster NY gets free 1M from the State

Xerox won a grant from 1 Million Dollars from the State of NY to do building repairs and by equipment.  I am surprised the state gave Xerox the money, since it sounds like the fund for this was originally created to try and bring new companies into the state.
